An improvement may originate in any surface, but the complete-definition owner resolves it before a separately authorised receiving capability propagates the accepted expression.
Publication co-evolution is not the umbrella capability, a fifth publication capability, a substitute name for Product-managing shaped intelligence, automatic propagation, simultaneous multi-agent operation or the complete product-management function.
